Trees located in the parkway are considered property of the City of Naperville.  Only the city can remove those trees, either by city staff or a professional tree removal service.  If a tree removal is necessary on a non-residential property (parcel), the owner must acquire a tree removal permit before any trees are removed.  Stump Grinding excluded.  The Naperville tree removal permit is for trees that are for trees that are four inches or more in total diameter.  

Residential tree removal abides by different rules.  Tree removal in Naperville at residential properties are required to get a Naperville tree removal permit if your lot size is greater than 1.5 acres.  Residential tree removal permits are not necessary for property less than 1.5 acres.
